5 cents on aluminum cans (or maybe 10?). This has already existed in some states for a long time, but needs to be universal. All aluminum could be included, by weight. The idea could be extended to other easily collectible items, including the smaller electronic gadgets, which could have separate collection bins in dumps. I knew a kid in Maine who made several dollars a week from cans.
